BRIEF OVERVIEW OF THE JOB
Reporting to the Chief Administrative Officer (CAO), the Deputy CAO provides strategic management and coordinated support to the office of the CAO, overseeing the design, implementation, and continuous improvement of operational systems to streamline program delivery, administrative processes, and other key functions so that they are effectively meeting the Tsleil-Waututh Nation (TWN)’s needs and are grounded in our values.
They will ensure effective operations and will appropriately represent the Nation and its interests, in the development and review of relevant policy, tracking of organizational progress, and engaging with the senior management team, internal and external partners, and other organizations and stakeholders to move the goals and objectives of the Nation forward, while protecting the interests and security of the TWN Community and its Members.
KEY RESPONSIBILITIES
The Deputy CAO position is responsible for the following key functions.
Strategic Planning and Governance:
- Supporting the Chief Administrative Officer and all TWN departments in implementation of initiatives on corporate-wide matters with a focus on issues management.
- Identify real or potential operating problems on an organization wide basis and work with service areas to resolve conflicts.
- As a part of the Senior Leadership Team, analyze and revise operational policies and procedures toward the development and improvement of services.
- In consultation with the CAO, is responsible for overall project management of ongoing projects across TWN, investigations, change management processes, and corporate process improvement initiatives.
- Develop and implement operational plans, policies, and processes to ensure operational efficiency and effectiveness across departments.
- Ensure regular departmental strategic reporting activities, develop and track metrics to evaluate strategic processes and identify gaps.
- Liaise with the senior management team, promoting and supporting cross-departmental communication and coordination of strategic goals and objectives, and providing regular updates to the CAO and to the Chief and Council.
- Ensure clear, simple and communicated operational processes are established and rolled out across the TWN, so that staff are trained in the processes and know where to find them.
- Foster a culture of continuous improvement and high performance.
- Lead and mentor a team of dedicated professionals.
Administration and Reporting:
- Initiates meetings and makes appropriate representations and drafts contracts and agreements with external stakeholders, as directed by the CAO.
- Provides regular updates on department initiatives to the CAO, and Chief and Council as required.
- Communicates Tsleil-Waututh Nation’s goals and objectives to the organization.
- Liaises and participates in meetings with other departments as needed.
- Provides advice to program managers and project leads as required.
- Ensures internal and external communications are consistent and follow appropriate policies and procedures.
- Ensures coordination of overall departmental accountability measures, including follow through with clients, funders and other contacts.
- Recommends appropriate changes to increase efficiency in the workplace.
- Acts as the point of contact in CAO’s absence with internal/external clients and community members
- Provides relevant training to administrative staff, as needed.
Supervisory:
- Provides leadership and technical guidance and overall direction to staff.
- Develops and maintains an environment to facilitate cooperation with and amongst the staff.
- Ensures TWN Policy and Procedures are adhered to at all times.
- Ensures positive communication strategies are used with and amongst staff, and between staff and community members and/or families served.
- Participates in meetings outside of office hours.
- Other duties as assigned/required.

EDUCATION/EXPERIENCE REQUIRED
Required:
- Bachelor’s degree in Business Administration, Business Management, or equivalent field.
- Five (5) to seven (7) years of relevant administration, business management or equivalent experience.
- Minimum of five (5) years managerial experience.
- Experience building and managing teams (staff and consultants).
- Experience with financial and human resource management.
- Economic development, business, and/or consulting experience.
- Support metric reporting and developing KPI’s for business departments.
- Participate in budgeting, forecasting, and reporting for administrative operations.
- Knowledge and appreciation of BC indigenous cultures, and ability to work in a dynamic cross-cultural setting.
- Acute understanding of the current and historical culture of the Coast Salish peoples.
- Excellent computer skills (Microsoft programs, financial systems, video conferencing).
- Valid driver’s license (BC Class 5) and proof of satisfactory driving record.
- Criminal records check (vulnerable sector).
Preferred:
- Masters Degree
- Previous experience working in a First Nations community or organization (particularly Tsleil-Waututh Nation).
- Acute depth of understanding/knowledge of Tsleil-Waututh rights and title as it pertains to the Nation’s interest.
- Knowledge of First Nations consultation and negotiation protocols.
Physical Demands
• Significant desk work with long periods of sitting and manual dexterity activities (keyboard operations).
• Work long hours or evenings/weekends.
• Occasional lifting of supplies, and materials up to 10/20 lbs.
Mental Focus
• Participation in meetings dealing with complex and dynamic issues, or highly sensitive situations, crisis management and conflict resolution.
• Dealing with tight timelines/budget constraints.
Environmental Conditions
• Working in an office setting/remote/hybrid.
• Highly sensitive legal, confidential and political issues and environment.
• Occasional meetings outside normal office hours.
• Some/Occasional/Frequent travel is required for meetings/conferences.
