JOB SUMMARY: 

This dynamic position involves working closely with the Lands Office team to support projects for TWN reserve and urban lands related areas that address a variety of land management, development, environmental and planning issues and concerns.

 

DUTIES AND RESPONSIBILITIES:

•    Collect, research and analyze various types of data, including land tenure, land use, housing, land supply and demand, development matters and standards, environmental matters and standards and other land use related activities.

•    Support funding proposal development and application processes.

•    Research and analyse laws, policies and procedures, guidelines and best practices related to land use and administration, natural resource management, environmental matters and protection, land & community planning and other areas of First Nation jurisdiction.

•    Liaise with committees, staff departments, community members, funders, municipal, provincial and federal government representatives, and other stakeholders.

•    Develop professional reports, community engagement reports, accessible presentations, and facilitate meetings, consultations or workshops related to lands, natural resources, environmental matters and other issues.

•    Support the design of and lead inclusive community engagement processes for Special Projects, Lands Office projects including lands related events, facilitating meetings and workshops, developing surveys, communications and other engagement tools for different audiences through a variety of communication media.

•    Support lands records management and lands registration including organizing and filing records, and the development and maintenance of databases.

•    Support project leads in developing and implementing project work plans and preparing community engagement reports to funders upon request.

•    Assist in administering and implementing the TWN Land Code and related laws, bylaws & policies.

•    Support the response to and administering of requests received through shared Land Office email system, as needed

•    Participate as a member of the Lands Office and the Public Works Department team.

Perform other duties as required.

 

Supervisory Responsibilities

•    Periodic oversight of contractors.

 

QUALIFICATIONS: 

•    Bachelor’s Degree in Community Planning, Land Administration, Land Management, Environment or Natural Resources, Geography or Public Administration from a recognized institution, or a relevant undergraduate degree.

•    Three (3) years of experience working for a First Nations community in one or more of the following subjects: community engagement, lands related research and analysis, land and resource planning and environment or natural resources.

•    Valid BC Driver’s License.

•    Must successfully pass a Criminal Record Check.

•    Must be willing to participate in job-related workshops, training, seminars and conferences to upgrade skills and training as required.

 

KNOWLEDGE, SKILLS, & ABILITIES:

•    Knowledge of Tsleil-Waututh Nation culture and traditional territory and other First Nations an asset

•    Experience and proficiency in designing and facilitating community engagement processes.

•    Knowledge of land policy development, planning, environmental and administration principles and procedures.

•    Knowledge and understanding of relevant provincial, federal and municipal jurisdiction and legislation, and familiarity with Indigenous and Northern Affairs Canada, the Indian Act, and the First Nations Land Management Act.

•    Ability to quickly adapt to situations and multi-tasking with competing deadlines.

•    Ability to provide project conclusions and recommendations in concise written and verbal reports.

•    Ability to establish and maintain effective working relationships with internal and external contacts and to communicate tactfully and effectively, both verbally and in writing.

•    Conflict resolution skills and ability to work effectively and collaboratively with a variety of individuals and occasional contentious subject matter.

•    Strong interpersonal and communication skills including constructive listening, verbal, writing public speaking and presentation skills.

•    Ability to synthesize and analyze information and engagement feedback to provide recommendations and written reports.

•    Experience planning, facilitating and developing educational events, online content, social media, events and workshops with large and small audiences.

•    Creative problem-solving ability.

•    Thorough working knowledge of Microsoft Office programs and databases.

•    Must be able to maintain strict confidentiality.
