Job Summary:
Reporting to the Chief Financial Officer, the Human Resources Manager will guide and manage the overall provision of Tsleil-Waututh Nation HR services, policies and programs, including recruitment and onboarding, employee relations, benefits and compensation, occupational health and safety, performance management and staff development. This role requires a seasoned leader to assist and advise senior management about HR issues and to execute HR strategies within the organization.
Duties & Responsibilities:
Performance Management / Onboarding / Succession Plans
- Provide advice to managers to enable the attraction and selection of talent in order to meet business needs.
- Project manage promotions, transfers, job classifications, annual performance evaluations and succession planning.
- Map organizational training to support performance management and succession plans.
- Develop people; provide constructive on-the-job feedback/training to Divisional Leaders, Program Managers and Administration.
- Identify and address issues that impact morale, effectiveness, turnover, absenteeism, and productivity.
- Assist in resolving work related issues including participation in dispute resolution meetings.
- Foster a positive attitude toward organizational objectives and develop and maintain an orientation of new staff with Managers.
- In collaboration with Divisional Leaders, coach Program Managers through the onboarding process for new team members.
- Directly manage talent pools for succession following annual performance cycle to create and maintain Tsleil-Waututh Nation employment equity.
Communication
- Advise managers and staff on organizational policies and procedures matters and recommends revisions to the Tsleil-Waututh Nation Indian Band’s personnel policies in accordance with current legislation and employment standards.
- Where appropriate, consult and mentor on issues related to legal, procedural, compliance, employee relations, problem resolution, total rewards, recruitment and performance management.
- Perform presentations, lead and facilitate workgroups, teams, and meetings.
- Address employee relations issues that impact morale, effectiveness, turnover, absenteeism, and productivity.
- Communicate strategic organization initiatives.
- Stay up-to-date on existing and forthcoming legislation to determine HR impact on the organization.
- Analyze statistical reports to identify and determine causes of change and problems; develop recommendations for improvement.
- Independently lead HR projects as assigned.
Annual Compensation & Benefits
- Keeping with TWN strategic direction, work with our customized compensation approach and ensure the efficient delivery of our annual compensation cycle as it relates to classifications, base pay, and variable pay.
- Maintain compensation plan by conducting periodic pay surveys; scheduling and conducting job evaluations.
- Monitor and schedule individual pay actions; recommending, planning, and implementing pay structure revisions.
- Formalize compensation terms for employment offers.
- Administer, analyze and modify compensation and benefits plans to establish competitive programs and ensure compliance with legal requirements.
- Benefits and Pension administration.
Talent Management & Acquisition
- Delivers full recruitment services including front end needs analysis, job postings, sourcing, interviewing, and employee offers ensuring consistency within the organization.
- Provide advice to managers to enable the attraction and selection of talent in order to meet business needs.
- Work with team to conduct role evaluations, post job requisitions, and confirm recruitment plan to attract top talent.
- Utilize various platforms to build a talent pool (ie. LinkedIn, Facebook, Indeed).
- Network on behalf of TWN in support of our recruitment strategy.
Learning & Development
- Responsible for learning and development programs and processes.
- Assist with the identification of training needs, the selection, development and delivery of appropriate training programs.
- Assist in the development and implementation of programs that will drive increased employee satisfaction and commitment level.
Risk Management & Compliance
- Keep CAO informed of all issues leading to possible termination of employees.
- Manage terminations as appropriate, escalate as required; produce documentation and ensure proper HRIS updates.
- Interpret policies.
- Assist in the investigation of complex situations as they arise and provide guidance as needed.
- Support workplace diversity initiatives.
- Ensure the security of employee records and appropriate retention periods for document.
- Manages and Chairs the Health and Safety Committee.
Workforce Planning
- Recruiting / Exit Interviews / Succession Plans.
- Participate in the full cycle recruitment process for new and experienced hires; ensuring adherence to the TWN strategy.
- Identify practicum opportunities for Tsleil-Waututh Nation community members in consultation with the Education Department.
- Pro-actively manage the candidate experience and prepare candidates by acting as an ambassador for the organization; provide detailed information on career opportunities, TWN values, culture, business, and total rewards.
- Recruit and select new hires based on their knowledge, skills, and abilities.
- Conduct both exit and stay interviews to manage and identify areas for improvement in retention and engagement.
QUALIFICATIONS:
- Bachelor’s Degree in Business Administration or related field
- Human Resources specialization plus three to five years of experience in a senior HR role and/or an equivalent.
- CPHR designation is an asset.
- May consider a combination of relevant education and experience.
Knowledge, Skills & Abilities:
- Knowledge of all HR functions and ability to develop, implement and administer programs.
- Knowledge of all applicable employment legislation, Canada Labour Code, Employment Standards Act, Human Rights and other
- Strong interpersonal, communication and negotiation skills to build and maintain strong working relationships with staff at all levels.
- Proven ability to provide guidance and support to staff and senior management as needed.
- Excellent communication skills, both written and verbal and successful track record in working with staff at all levels.
- High level of critical and logical thinking, analysis, and reasoning skills to lead operational excellence.
- Business minded to recommend strategic HR solutions to the Management/Executive team.
- Proactive; demonstrates time management, planning, and organization skills.
- Excellent relationship-building skills: you have the ability to influence without authority, develop consensus, and build rapport with a wide variety of people.
- Strong presentations to management and employees.
- Computer proficiency in Microsoft Office (Word, Excel, PowerPoint, and Outlook).
- Must be detail oriented, organized, a self-starter and highly resourceful to provide HR solutions to staff and management team.
- Ability to use tact and good judgement in dealing with sensitive and complex issues.
- Must demonstrate flexibility, openness and cooperativeness.
- Must maintain a high level of confidentiality.
- Must be willing to participate in job-related workshops, training, seminars and conferences to upgrade skills and training as required.
- Ability to build strong relationships to influence and coach the management team
- Proven ability to deliver results when working both independently and within a team environment
- Ability to maintain confidentiality and impartiality while being empathetic
- Participate in budgeting, forecasting and reporting for administrative operations
- Support metric reporting and developing KPI’s for business departments
- A valid BC driver’s license and vehicle is required.
- Previous experience working in a First Nations community and/or organization is preferred.
