Job Summary:

Reporting to the Chief Administrative Officer, the Communications Manager is involved in all aspects of the development and implementation of TWN communication strategies.  Responsible for developing and executing communications programs that engage external/internal audiences and stakeholders.  Works with Chief and Council, Sacred Trust and all Tsleil-Waututh Nation (TWN) departments, and represents the Communication Department on related TWN working committees.


Duties & Responsibilities:

  • In consultation with the Chief Administrative Officer (CAO):
    • Develop, implement and evaluate external/internal communications strategies that include:
    • Annual communications strategy/plan for the organizati Collaborate with the Communications Coordinator to develop a comprehensive communication plan for the organization.
    • Communication support for Council, Sacred Trust Initiative and all TWN departments.
    • Communication policy developme
    • Solutions to communications challenge
    • Monitoring and evaluation of communications activities.
  • Develop annual work plan and budget to be submitted by deadline specified by CAO.
  • Provide department updates to CAO in formalized report and on agreed schedule.
  • Lead, supervise and mentor communications staff.
  • Manage day-to-day media relations/media requests for brand and corporate issues.
  • Manage TWN website in collaboration with communications staff
  • Proficient with adobe, InDesign, social media sites.
  • Oversee the production of a biweekly community newsletter.
  • Attend meetings; receive and prioritize communication tasks and keep all parties involved of progress.
  • Manage projects; clearly articulating project scope and objectives, meeting deadlines, time management, budgeting, approval channels and procedures, and tracking and monitoring procedures.
  • Ensure internal communication with employees and community is consistent with policies and procedures.
  • Provide guidance and direction to staff regarding brand- relevancy and consistency in communications materials e.g. notices, pamphlets, letters, etc.
  • Coordinate communication between external stakeholders and TWN.
  • Assist in writing key publications including backgrounders, media advisories with media external stakeholders and key staff; distribute to Council and speakers for review and approval.
  • Distribute press releases and media advisories via email to media contacts, social media, newswire or other media outlets as necessary.
  • Maintain and update information on the TWN website, ensuring consistency in messaging and brand.
  • Assist in coordinating and preparing speakers for media interviews and presentations – developing key messages with the media relations company (what is this?).
  • Handle all incoming requests from public or media for interviews or press conferences and put in contact with specific key speaker if needed.
  • Liaise between staff and Council on specific media events, press releases or any other issue that Council needs to be aware of.
  • Liaise and collaborate with employee groups and cross-functional teams as needed and help provide creative solutions to communication problems.
  • Assist CAO and Council with the PR aspect of any potential or present crisis situation in the community.
  • Monitor for media coverage, and create clippings documents, presentations, and external communications summaries
  • Oversee all aspects of planning and coordinating logistics of meetings.
  • Lead surveys, questionnaires and other feedback instruments to garner community input on various projects.
  • Inform community of TWN events via newsletter, social media, phone calls, community meetings.
  • Oversight of postings on TWN social media networks – Twitter account and Facebook page.
  • Analyze and report to the CAO on effectiveness of communications strategy.
  • Analyze and report to the CAO on the return on investment (ROI) for all communications investments and activities.
  • Develop and maintain a well-organized filing/archival system (hard and electronic) of external communication documents that permit easy reference and rapid retrieval of information.
  • Research, gather and consolidate materials as required.

  • Supervise, train and mentor staff.
  • Ensure probationary review and annual performance evaluations are completed.
  • Develop and maintain an environment to facilitate cooperation with and amongst the staff.
  • Ensure TWN Policy & Procedures are adhered to at all times.
  • Ensure positive communication strategies are used with and among staff and, between staff and community members and/or families served.



  • Bachelor’s Degree in Communications, Business, Public Relations or equivalent.
  • Five (5) + years of relevant experience.
  • May consider alternate combinations of education and relevant work experience.
  • Extensive knowledge of communication principles and practices.
  • Excellent oral, written and interpersonal communication skills with strong writing and editorial abilities.
  • Experience in supervising staff (1-2 years)
  • Effective project management skills; able to execute projects in a fast-paced, high pressure environment and complete projects within deadlines and budgets.


Knowledge, Skills & Abilities:

  • Working knowledge of Microsoft Office – Word, PowerPoint, Outlook, and Excel, and experience with publishing software and graphic design.
  • Ability to develop and maintain strong professional relationships with internal and external stakeholders and work effectively with Council and all levels of staff.

  • Ability to be organized, prioritize, and demonstrate competency to handle multiple tasks and deadlines.
  • Willingness to participate in work-related courses, seminars and training as require
  • Previous experience working in a First Nations community and/or organization is preferre
  • Must successfully pass a Criminal Records Check.


Work Conditions:

Physical Demands

  • Significant desk work with long periods of sitting and manual dexterity activities (keyboard operations).
  • Lifting or moving audio visual equipment, supplies or materials up to 25lbs may be required.

  • Must model adherence to established systems and processes.
